How can I request an electronically signed document via the Student Information System (OBS)?

Obtaining Student Documents
- Via the e-Government Gateway (e-Devlet)
Our students can obtain their Student Certificate and Transcript by logging into the e-Government (e-Devlet) gateway using their personal passwords. - Via the Student Information System (OBS)
Students whose course registration has been approved for the current semester can obtain the following digitally signed documents through the Student Information System OBS: - Student Certificate (in Turkish and English - available only to students with an active course registration for the semester)
- Transcript of Records(in Turkish and English)
- Disciplinary Status Certificate
- Log into the system by clicking on the student login link on the OBS homepage.
- From the menu on the left side of the screen, navigate to the User Operations-Document Request tab to request a digitally signed document.
- Once your request is approved, a "View Document" button will become active next to your request.
- Click the "View Document" button to download and print your document.
- All documents are issued with a digital signature. A verification code for authentication will be located at the bottom of the page.
- No additional physical signature or seal is required.
- Students who have not renewed their registration or paid their tuition fees for the current semester.
- Visiting students at our Faculty through exchange programs such as Farabi and Erasmus.

The following students cannot request documents through the Student Automation System:
Maximum Period of Study and Dismissal

A higher education student may be dismissed from the university for two main reasons related to the maximum period of study.
- Dismissal Due to Non-Payment and Failure to Register:
In accordance with the provision in subparagraph (c) of Article 44 of Law No. 2547, students are dismissed from our Faculty for failing to pay the required contribution or tuition fees and not renewing their registration for four consecutive years. - Dismissal Due to Exceeding the Maximum Period of Study:
In accordance with the provisions of subparagraph (c) of Article 44 of Law No. 2547, and Article 11 of the Balıkesir University Associate and Bachelor's Degree Education and Examination Regulation, students who have completed their maximum period of study are dismissed from our Faculty.

Calculation of the Maximum Period of Study
In accordance with LAW NO. 6569 / PROVISIONAL ARTICLE 67, which states, "For students enrolled in higher education institutions on the date this article enters into force, previous periods of study shall not be taken into account in the calculation of maximum periods of study," the Fall semester of the 2014-2015 Academic Year has been accepted as the starting point for calculating the maximum period of study for all currently enrolled students.

Maximum Periods Defined by University Regulation
- Associate degree programs (normal duration of two years) must be completed in a maximum of four years.
- Bachelor's degree programs (normal duration of four years) must be completed in a maximum of seven years.
- Bachelor's degree programs (normal duration of five years) must be completed in a maximum of eight years.
- Bachelor's degree programs (normal duration of six years) must be completed in a maximum of nine years.
According to Article 11, paragraph (1), subparagraph (a) of the Balıkesir University Associate and Bachelor's Degree Education and Examination Regulation, students must complete their programs within the following maximum periods, regardless of whether they have registered for each semester:
Examinations for Students at the End of Their Maximum Period of Study

Article 11 of the Balıkesir University Associate and Bachelor's Degree Education and Examination Regulation, continues as follows:
- (2) The procedures to be applied to final-year students who have reached the end of their maximum period of study are specified below:
a) Students are granted two additional examination rights for all courses they have failed. These two additional exams are administered after the end-of-semester examination period for those courses and before the new academic year begins. At the end of these exams, any student who cannot reduce their number of failed courses to five (including courses never taken or those for which attendance requirements were not met) will be dismissed from the University.
b) For students who successfully reduce their number of failed courses to five after these exams, the following rights are granted:
* They are given three additional semesters to pass these five courses.
* Students who had five or fewer failed courses before taking the additional exams are given four additional semesters.
* Students with only one failed course are granted an unlimited right to take the exam for that course, without benefiting from other student rights. - (3)Final-semester students who have passed all courses required for graduation but are facing dismissal because they could not achieve the required GPA (Grade Point Average) are granted an unlimited right to take exams for any courses they choose in order to raise their GPA. These exams will be held on dates determined by the relevant administrative board. Attendance is not required for these courses, except for applied courses, courses with practical components, or courses that have not been taken previously.
- (4)The principles regarding the examinations to be held are specified below:
a) Students who do not enter any of the offered exams for a total of three academic years, either consecutively or intermittently, are deemed to have waived their unlimited examination right and can no longer benefit from it.
b) Students in the unlimited examination right status must continue to pay the student contribution fee/tuition fee per course for which they take an exam. However, these students cannot benefit from any student rights other than the right to take exams. - (5) The principles regarding the examination rights for students who have fulfilled their course attendance obligations are specified below:
a) For students who are dismissed from the preparatory or first year with a maximum of one failed course, or from intermediate years with a maximum of three failed courses, because they could not fulfill their mid-term and final exam obligations, three examination rights are granted, to be used within three years.
b) Students who have had to repeat an academic year (including the preparatory class) due to a low GPA are granted one examination right for any three courses of their choosing.
c) Students granted these examination rights will be admitted to exams held at the beginning of each academic year upon their application, regardless of whether the original exam was a mid-term or a final. Students who pass all their remaining courses at the end of these exams will have their registration renewed and will continue their education from where they left off. The time spent taking these exams does not count towards the total period of study. Students participating in these exams cannot benefit from any other student rights. - (6) The student must submit a written application (petition) specifying which exams they wish to take to the relevant faculty/school/vocational school two weeks before the examination period of the semester in which they intend to use their unlimited examination right.
Information on Course Registration
- Q: I am a first-year student. What is my maximum credit limit for course selection?
A: First-year students are required to take all the courses assigned to their registered semester. - Q: What are the credit limits based on GPA for other students?
A: Starting from the end of the second semester, the following rules apply:
1. Associate and bachelor's degree students with a Grade Point Average (GPA) below 1.80 at the end of any semester can register for a maximum of 24 credits in the following semester.
2. Students with a GPA of 1.80 or above can register for up to 30 credits. - Q: Under what conditions can I take a course from an upper year?
A: Starting from the end of their second semester, bachelor's degree students with a GPA of 2.80 or higher may register for courses from an upper year with the approval of their academic advisor. This is permitted only on the condition that the student has no failed or untaken courses from previous semesters and remains within their overall credit limit. - Q: During registration renewal, must I register for my failed courses first?
A: Yes. You must first register for your failed course(s) and any courses you have not taken from previous semesters before selecting new ones, staying within your credit limit. - Q: I failed an elective course. Can I choose a different elective to replace it?
A: Yes. A student who receives a failing grade (such as FF, YZ - Insufficient, or DZ - Failure due to Absenteeism) in an elective course may either repeat the same course or, with the advisor's approval, take a different elective course as a replacement.
(Note: When selecting courses in the Student Information System (OBS), you must select the new elective and use the substitution function to mark it as a replacement for the failed elective.) - Q: Is attendance mandatory for a course I am retaking due to failure?
A: If the attendance requirement for the course was met in the previous semester, attendance is not required when retaking it. However, all previous grades for that course become invalid. For applied courses or those with practical components, the attendance policy for retakes is specified in the course plans prepared by the relevant department. - Q: Will my previous midterm exam grade be valid for a course I am retaking?
A: No. All previous grades for that course, including midterms, are invalid. - Q: What is the minimum attendance requirement for a course?
A: Attendance in all courses and practical sessions is mandatory. A student who misses more than 30% of theoretical course hours or more than 20% of practical/applied session hours will be marked as having failed due to absenteeism and will not be permitted to take the final exam for that course.
